Yeah, get 2pt10 as fast as possible and 4pt10 after that. However keep your 2pt9 as long as possible(if you have it). You should switch from 2pt10+2pt9(258) to 4pt10 only if you can get 4x264 parts of the tier. If you have 245ilvl tier 9 then swapping to tier 10 is always a dps gain. After tiers you should buy the libram.
